The NFL season is winding down and with each week comes new changes in the 2025 NFL Draft Order. Geoff Ulrich is here to break it down:
For the third week in a row, we had a team that owned the number one overall pick and controlled their destiny, blowing the chance to pick first in the draft by winning a meaningless game.
The Patriots' 23-16 win over the Bills (who were playing backups the entire day) moved them to four wins on the season and back to number four in the NFL draft.
The Titans, who had the second overall pick as of last week, made the smart decision to give Will Levis more reps, which led to them losing their 14th game of the season and maintaining their lead over Cleveland.
Just a few weeks ago the Titans weren’t even in the top five of the NFL Draft order, but thanks to Raiders, Giants, and Patriots all picking up meaningless wins, they’re now on the clock with the first overall pick. Considering the horrid QB play they had to endure this season, Shedeur Sanders (or potentially Cam Ward) seems like a lock to start his career in Tennessee.
As for the Patriots, Giants, and Raiders, they had their chances. However, the Raiders will now pick 6th overall, the Patriots 4th, and the Giants 3rd overall.
The Giants are especially hurt by how this all broke down as they might be the only team with a worse QB room than the Titans. Drew Lock going off in Week 17 might cost this team for years.

I’ve listed the first 18 picks by their official draft order, with the following 14 listed by current record, but will be updated and re-ordered based on how playoffs shake out.

Changes To The 2025 NFL Draft Order
Risers In 2025 NFL Draft Order
Titans 2nd Overall → 1st Overall
The Titans' ascent up the draft ladder has been crazy. Going into Week 16 they were in the 6th position and behind teams like Carolina, Jacksonville, and New England, who all had three wins as well, but held the tiebreaker over Tennessee.
Additionally, both the Giants and Raiders were still at two wins. Every single one of those teams was somehow able to find a win over their last three games while the Titans lost out. I’m not sure what the odds were of that happening but they had to be substantial.
Titans fans might be irate about how this season has gone, but they have to be very happy that their team didn’t pull out some kind of motivational win like the five teams in front of them did down the stretch.
They’re now on the clock and will almost certainly be taking a QB first overall (Shedeur Sanders, come on down).
Saints 10th Overall → 9th Overall
The Saints lost five of their last six games to end the season and moved into a top-10 overall position.
It’s not the largest of moves but their futility down the stretch did keep them ahead of other teams like Chicago, Dallas, and San Francisco, who also suffered through disappointing years but will have worse draft capital than the Saints.
Fallers in 2025 NFL Draft Order
Patriots 1st Overall → 4th Overall
Sheesh. The Patriots may not be as quarterback-needy as some of the other bottom-five teams in the league but they missed out on a glorious chance to get a treasure chest of draft capital in a trade back from number one and set their franchise up for years to come.
Now, thanks to Joe Milton turning into Lamar Jackson for a week, they’ll pick number four overall and likely have their eyes set on Travis Hunter, who could provide them depth on both sides of the ball.
Panthers 6th Overall → 8th Overall
For better or worse, the Panthers seem likely to be rolling with Bryce Young in 2025-26, which makes their fall from a top-four pick into the 8th overall position less disastrous than it would have been had Young not performed well down the stretch.
Still, this team has zero depth on defense and a ton of holes to fill this offseason. They need to shore up their defensive line first and foremost and could be a trade-back candidate into the late first round if they can add more early-round picks in the process.
